With CAS you're limited to around half what the bird truly is capable of and adding wing tanks will still not deduct enough off roll rate to be below the CAS limit! So to that in the upper 40s you're not going to be able to pull enough G's to damage the airframe. Second up high in RL and in this SIM you cannot pull 9G's there is not enough air density to allow this. and ACCORDING TO MY SME any high alpha or high G manuvering you would DROP the tanks before hand. The roll must be affected by the extra wing load and the acceleration must be decreased with this configuration. I don't think this is implemented at this moment. The frame/wings can be serious damage if you over G's the max limit with such configuration. In RL When you carry wings fuel tanks you need know the limit G's load to do such maneuvers. So your argument basically boils down to why are the Eagle's engines just better than the Flanker's. Any of your "hard" maneuvers from altitude are generally into a dive, which as you might guess converts to speed. Thrust is pretty much constant (though improved as you actually get faster) as long as you have any fuel, which will eventually get you to a desired speed to maneuver and also grants you lift against gravity (the part where weight matters).
The drag will affect acceleration more so than top speed, and speed is what you need to maneuver. The inspirations for Wing Commander as a piece of fiction aren’t hard to find in either the game itself or the many interviews Chris Roberts has given about it over the years. Once you're level the real issue with the tanks is drag, which is lower at altitude. I think it has been designed for digital control primarily, they feel the best.The weight is only really an issue while trying to climb, which becomes easier as a by product of burning fuel while climbing. However, in the end I'm using digital controls again, because I can't really find a comfortable setting for this game. DXTweat will screw up your settings when you use its default ranges setting - so beware!

I HIGHLY SUGGEST WRITING DOWN YOUR DEVICE AXIS RANGE VALUES BEFORE USING DXTweat by using the default Windows joystick properties, on Linux with jstest (now in linuxconsoletools package on some distros) or other program, so that you can revert the changes. Also playing around with deadzone helps sometimes. For my wheel, the x axis ranges are by default 0-128-255 (first value is leftmost turn range, third value is rightmost turn range), so I can set up 96-128-160 to get a much narrower wheel range. After a few tires, really quick and effective to reduce the axis range, for example.

EDIT: I think theres a (Chinese) knockoff of the Extreme 3d Pro available on Amazon (cant remember the long name of that model now), that also includes force feedback and the twist rudder, but Im apprehensive about tossing out 50 dollars on.

I have a dedicated driver installed for the wheel, so I also have in those properties the option to to set default axis ranges - for generic devices that Windows sets up, those calibration settings are in another tab that says Calibrate. To use it correctly - and with results - first of all I have to open the Windows properties of my steering wheel where I can see how my device functions - which buttons I press and how the axis behaves.
